Staff said the repairs are largely FEMA-eligible because of a state proclamation and the city's timely project submissions; public-works staff said FEMA will cover about 75% of eligible costs and that the city coordinated with two neighboring cities on match responsibilities. The project stems from a breach and pipe failure during a recent flood event that damaged the course and required restoration.
Council members praised staff for quickly securing FEMA eligibility and pursuing the funding window; staff said American Fork was among the local jurisdictions that pursued the federal funding promptly and captured multiple projects. The low bid from Hughes General Contractors matched closely to the city's engineering estimate, staff reported.
Council approved awarding the project to the responsible low bidder and authorized the contingency. Staff said inspectors and engineers will monitor progress and manage change orders to limit unexpected costs.
