The Town Council of Whitestown approved Ordinance 2025-11 on July 9, 2025, amending the Bridal Oaks Clark PUD to clarify that residential units are allowed above first-floor retail in the Meadows on Main section. The ordinance passed on a 5-0 vote.
Town staff said the amendment came as a recommendation from the Planning Commission following a May 12 meeting. The change was intended to make clear the permitability of residential-over-retail uses in the specific PUD section; Brown Capital supplied updated architectural renderings and clarifying language for the PUD amendment.
Council members asked questions about access, signage and potential light spill to adjacent neighborhoods. A Brown Capital representative said signage will be visible without causing back-lighting or light pollution; a council member later thanked Brown Capital for agreeing to front-lit signage rather than back-lit signs. The presentation emphasized that the council was not approving new apartment construction at this meeting: the apartment portion of the overall project had been approved previously when the original Bridal Oaks PUD was adopted.
After council questions, a motion to adopt Ordinance 2025-11 was made, seconded and carried 5-0.
Staff indicated the Planning Commission had given a favorable recommendation and that Brown Capital representatives were present to answer questions; operational details on signage standards will be handled through site-level approvals and building permits.
