La Conner council adopts heat-safety, wildfire-smoke and commission-appointment policies

The La Conner Town Council unanimously approved three staff-drafted policies at its meeting: a heat-related labor safety policy, a wildfire-smoke workplace policy and a town policy for commission appointments.

Town staff presented the heat-safety and wildfire-smoke policies as aligned with recently implemented rules and statutes in neighboring jurisdictions; staff said the measures mostly formalize practices the town already follows and will include training and some costs for equipment or monitoring. Council adopted the heat-related policy as Resolution 664 and the wildfire-smoke policy as Resolution 665 (numbers as transcribed). The commission-appointment policy (Resolution 666, as transcribed) standardizes recruitment, advertisement and appointment processes for volunteer boards and does not apply to elected positions.

Staff emphasized the policies apply to town employees and volunteers where relevant and that the heat and smoke policies are precautionary: “Hopefully, we won't have to use it, but in the environment, it probably will,” a staff presenter said when introducing the heat policy.

Separately, a resolution to adopt an artificial intelligence usage policy was on the agenda but staff acknowledged the written policy attachment was not in the packet. The council removed that item from immediate consideration and staff said they would refile the AI policy for a future meeting after providing the text to council members.

All three policies were approved by motion and voice vote; councilmembers said they supported codifying safety practices and creating a consistent volunteer recruitment process. Staff will implement training and administrative steps described in the policies and return with any required budget impacts.
