La Conner's Town Council approved the 2025 comprehensive plan and proceeded with a related ordinance after staff explained state-required changes to the housing and climate elements.
Asia House, the town's planning director, told the council that the state Department of Commerce required "fairly significant changes" to two chapters — chapter 6 (housing) and chapter 12 (climate). House described the housing changes as adding analysis on disparate impacts, displacement risk and updated land-use capacity and said the climate changes added a revised vulnerability matrix and explanations of selected hazards.
House told the council that the planning commission recommended the full plan but had not had sufficient time to review the latest climate-element changes. "The planning commission did recommend approval of the plan accepting those two chapters," she said, adding staff's recommendation to move forward. House also warned that delaying adoption could risk a modest grant reallocation; staff estimated any loss at roughly $1,500–$2,000, but said that amount was uncertain and to be confirmed with Commerce.
Council members discussed options including remanding chapters back to the planning commission, approving the plan without certain chapters, or approving now and updating annually. Staff reminded the council that state rules require submission of changes within 10 days of adoption and limit comprehensive-plan changes to once per year.
A motion was made to approve the ordinance authorizing adoption of the 2025 comprehensive plan; the council voted in favor and the motion carried. The transcript records council members answering "Aye." Councilmembers also discussed continuing to refine the plan annually, noting the climate element will be influenced by new modeling studies and that the plan should be treated as a living document.
Staff said they will continue to inform the planning commission and the council of changes made during implementation and will return proposed updates when necessary.
The council's adoption allows the town to proceed with plan-related work and to meet state submittal timing tied to grant deliverables.
