The Chehalis City Council on June 29, 2025, approved Resolution No. 09-2025 to renew an interlocal agreement with the Washington State Department of Children, Youth, and Families to provide fire and emergency medical services at Green Hill School.
City staff reported a three-year review of incident records and staffing costs and concluded the contract rate covers the city’s costs and current availability to respond. Staff said the worst year in the three-year period was 2024 with 34 calls total; for the current year staff reported about 15 calls so far, described as roughly 1.6 calls per month.
The presenting staff member said the analysis compared staffing and apparatus expenses to time-on-task under the contract and found the city is “more than cover[ing] our costs.” After discussion, Councilmember (unnamed) moved to approve Resolution No. 09-2025 and authorize the city manager to execute related documents; the motion was seconded and the council approved the renewal.
During discussion staff noted they were continuing to extract run and tax-exempt property data from two databases to better quantify impacts from other properties; one reference during the meeting noted 27 runs in four months for a particular property vintage and a projection to about 80 calls for that site this year, which staff said they would continue to clarify.
The renewed interlocal agreement authorizes continued fire and EMS response to Green Hill under the terms presented and directs the city manager to execute the agreement.
