The Simsbury Planning Commission unanimously voted to accept and endorse the 2025 Terraform Neighborhood Plan dated June 19, 2025, after commissioners said only minor grammatical edits and an introductory letter from the chair remained since the public presentation.
Commissioners and staff said residents who participated in the planning process reacted positively to the draft. One commissioner said the most salient outcome was that longtime Terraform residents “were thrilled” the town gathered community input and reflected it in the plan.
Planning staff explained the adopted document is essentially the same as the draft presented earlier, with improved graphics and photographs added. The commission agreed the plan is ready to publish and distribute in printed and electronic formats; staff will post the plan on the town website and make printed copies available on request.
Commissioners discussed next steps for turning the plan’s recommendations into implementable projects. Staff said they will return in September to begin a prioritization exercise with the community, using open-house style boards and a ranking process that will incorporate feedback from public works and other town departments on feasibility and cost.
Commissioners emphasized that priorities should be achievable and financeable; the commission chair noted citizens’ priorities must be balanced against what can realistically be delivered. Staff said they will prepare materials so commission members and the public can rank projects and then the commission will hold a work session to finalize priorities.
The commission corrected the plan date in its motion (the final document date will read 06/19/2025) and then voted. "All those in favor of adopting the Terraform neighborhood plan, please say aye," a chair called; commissioners responded and the motion carried unanimously.
Staff said the plan will be printed and posted on the town website, and that the commission will revisit implementation prioritization in September.
