The Yuma City Council adopted two intergovernmental agreements with the Arizona Department of Transportation on July 2, 2025, including Resolution R2025-074 and an amendment for an HSIP pavement-marking project (R2025-075).
The measures were listed on the resolution consent agenda and passed by roll call after no public speakers signed up. Mayor Nichols declared a conflict on R2025-074 and temporarily left the dais; Councilmember Morris presided over that portion of the meeting.
Councilmember Morales moved to adopt R2025-074, and Councilmember Watts seconded. The council recorded unanimous votes from the members present for that vote; Mayor Nichols was recused and did not vote. Later the council adopted R2025-075 (an amendment to an intergovernmental agreement with ADOT for an HSIP pavement-marking project) by the consent agenda with a separate roll-call vote that included Mayor Nichols.
“I will declare a conflict on the first one, R2025-074, the intergovernmental agreement with ADOT,” Mayor Nichols said before turning the meeting over to Councilmember Morris.
There were no public comments on either resolution. The clerk recorded the roll-call tallies and announced both items adopted during the same meeting session.
