The Lewistown City Commission voted to authorize the city manager to sign a memorandum of understanding with the Montana Department of Transportation (MDT) covering state-funded maintenance expenses for the Kiwanis Park public rest area for fiscal year 2026.
City Manager Holly Phelps explained that the Kiwanis Club partners with the city to maintain the facility and that eligible MDT reimbursements cover janitorial supplies, garbage removal, ground maintenance and similar expenses. Phelps said the state-funded amount for the facility this year is “almost $7,000.”
Under the arrangement, the Kiwanis Club submits invoices for eligible maintenance expenses to the city, and the city then seeks reimbursement from MDT. Commissioners asked whether Kiwanis or city employees perform cleaning; Phelps said the club submits invoices and the city seeks reimbursement through MDT. Commissioners approved authorizing the city manager to sign the MOU on a voice/roll-call vote.
Phelps noted the rest area currently uses a private well and that looping the site into city water and sewer has been discussed as a future option.
