Huntington City Council reviewed the second reading of Ordinance 2025-O-12, a proposed amendment to the city zoning map that would rezone seven parcels to C2 (Highway Commercial).
The change covers six parcels described by staff as no longer in active use and one active parcel currently used for medical offices. "The petitioners include Interstate Properties, doing business as Stadium Properties, and the city, who have the majority of the properties under contract redevelopment," staff member Kathy Barnes said. Barnes said the parcels include the former Church of Christ (currently zoned C1) and the former University Fire Station (currently zoned R4 and owned by the Huntington Building Commission).
Barnes told council the rezoning is adjacent to a high-intensity roadway and is consistent with the city comprehensive plan. She also said the Planning Commission met in May and "unanimously voted to forward this to council with a favorable recommendation." The presentation did not include a recorded vote by council during the work session transcript.
Council members asked no questions in the recorded discussion. The transcript contains no motion or formal vote on the ordinance during the work session; the item was at second reading and remained pending action at that time.
The ordinance text included a description of the affected area as given in the packet: "from Twentieth Street East to 20 First Street and Maple Avenue South to Sixth Avenue." Additional property-ownership details were provided in the packet but not discussed at length in the recorded exchange.
If approved on second reading in a subsequent session, the rezoning would change the official zoning classification for the seven parcels to C2 (Highway Commercial), a designation council and staff said is intended to support higher-intensity commercial uses along a major corridor.
