Committee forwards coal-severance fund revision adding $16,202 to culture and recreation

The Administration and Finance Committee on June 23 voted to forward to full council a fiscal-year 2025-26 coal-severance fund budget revision that increases the beginning fund balance and appropriations to culture and recreation by $16,202.
Scott Arthur, senior accountant for the city of Huntington, told the committee the signed fund balance increased by $16,202 as a result of projected FY25 ending revenue. "Starting with revenue, a signed fund balance has increased by $16,202 as a result of projected FY25 ending revenue," Arthur said. He said the increase represents a quarter-four payment that the city expects to receive around July 20 and therefore must be carried into the beginning fund balance for FY26.
Committee members asked whether the appropriation line noted as "culture and recreation" corresponded to the Civic Center Municipal Auditorium; Arthur confirmed that the increased appropriation will flow to culture and recreation, which includes the Civic Center Municipal Auditorium. The committee moved the budget revision to full council with a favorable recommendation; the motion was made by Miss Holly and seconded by Jason Arthur and approved by voice vote.
The budget revision amends the coal-severance fund for FY26 to reflect projected carryover revenue and an equivalent appropriation increase to culture and recreation. The ordinance or resolution will next be considered by the full council.
