Committee forwards ordinance authorizing initial financing steps for wastewater treatment plant project

The Administration and Finance Committee on June 23 voted to forward to full council an ordinance authorizing payment of a prior note and the financing of design, acquisition, construction and equipping for extensions and improvements to the city's wastewater treatment system.
Bridal Brace, executive director of the Huntington Water Quality Board, told the committee the action begins the financing phase of the wastewater treatment plant project and follows solicitation of bids. "This puts us an ability to, be able to, before you, bring for the closing of the wastewater treatment plant and then follow this in the coming weeks ... will be the contract for the contractor, which we're in discussions with them right now," Brace said. She described the ordinance as a financing step that sets a limit so the city could proceed to bid and then finalize contracts as numbers were confirmed.
Brace and committee members did not discuss contract award details in committee; Brace said finalized contractor agreements and additional ordinances related to the contract will be presented at upcoming meetings. The committee moved the ordinance to full council with a favorable recommendation; the motion was made by Miss Holly and seconded by Jason Arthur and approved by voice vote.
The ordinance provides the legal authorization needed to complete the financing process for planned improvements to Huntington's public sewerage system. Specific contract awards, contractor names, and final financing amounts were not stated in committee and will return to the council for final action.
