City proposes rezoning small industrial parcels to I-1 to allow reuse

City planning staff presented a first reading of Ordinance 2025-O-16 to rezone several parcels on and near Third Avenue from I-2 Heavy Industrial to I-1 Light Industrial.
Zane Parsley, Planning and Development, said the rezoning “also went before Planning Commission, [which] found [it] to be consistent with [the] comprehensive plan.” He explained the change responds to lot-size constraints: under I-2 zoning a minimum building size of 20,000 square feet is typical, and the smaller parcels are difficult to reuse under that standard.
Parsley said most of the property is owned by the city and has been underused in recent years, with the most recent use being storage. He added that after consolidation of the public works division to another site on Virginia Avenue, the parcels are available for repurposing and the rezoning would allow I-1 light industrial uses.
The ordinance was introduced as a first reading; council did not vote during the work session and will receive a Planning and Zoning Committee report at the regular meeting before any final action.
