Council moves forward on FY24 JAG award; police department to receive two-thirds of local allocation

The Huntington Police Department briefed the City Council on June 23 about the fiscal year 2024 Edward J. Byrne Memorial Justice Assistance Grant (JAG) local solicitation award and sought council authorization for two related items.
Deputy Chief Michael Charneby told council the FY24 JAG allocation totals $53,275. Because the grant's rules consider the area a disparate jurisdiction, HPD and the Cabell County Sheriff's Department proposed a funding split based on prior practice: HPD would receive $35,516.66 (two-thirds) and the sheriff's department $17,758.33 (one-third). Charneby said the department would present the allocation formally in the related resolution, 2025-R-65.
Ordinance 2025-O-19, presented as a first reading, would authorize the mayor to enter into an intergovernmental agreement with the Cabell County Sheriff's Department for the JAG award; the ordinance was forwarded to a second reading. Resolution 2025-R-65, which authorizes the mayor to accept the EDJ Byrne JAG standard assurances and conditions for FY24, was adopted by council by voice vote.
Council committees provided favorable recommendations before the actions: Public Safety Committee recommended forwarding the ordinance, and the committee also recommended approval for the resolution.
