City to align purchasing resolution with recent RCW changes; public-works thresholds unchanged

Deputy Director Nara told the committee staff will amend the city’s purchasing resolution to align with recent changes in the Revised Code of Washington (RCW), including repeals affecting the limited public-works process and updates to bidding thresholds for public works and small-works roster procedures.
Adam O'Sullivan, identified as a finance manager, told the committee the proposed edits are intended to make the city’s Resolution 16 o 4 consistent with current state law. "There are no changes to council or mayor approval authority," O'Sullivan said, and he confirmed mayor and council would continue to review public-works contracts over $300,000.
Nara said the changes are technical and that a separate discussion about mayor/council authorities remains a future topic. The committee raised no objections to placing the resolution amendment on the July 15 consent agenda.
O'Sullivan and Nara characterized the changes as administrative alignment with state statute rather than an alteration of local approval thresholds or a transfer of authority. Staff said the amended resolution will be forwarded to council for formal consideration on the consent agenda.
