Airport staff reported July 8 that the certificate of occupancy (CO) for newly built crew quarters remains pending because some as-built drawings and contractor affidavits were not yet provided by the contractor; architects and the contractor were working to finalize documents and staff hoped to meet the Aug. 1 deadline.

Staff said they received as-builts from Bracken Company but not the required affidavit(s); Pearl Company site as-builts and affidavits remained outstanding at the time of the meeting. Staff conducted a punch-list walkthrough with maintenance and the contractor to address minor items and said maintenance had been helping temporarily with watering of hydroseeded areas given germination timing and town-level water restrictions (level 1 watering restrictions limit irrigation days). Staff also said they were obtaining quotes to add permanent dorm irrigation and expected to share those quotes when available.

On capital projects for fiscal year 2027, staff said they had refined project lists and pricing and would meet with the town manager before submission to the town’s capital/finance process; staff noted one change: replacement of several aging on-site servers (security and training) raised the IT request to about $100,000 because of multiple servers needing replacement. Other capital items remained as previously presented; staff anticipated turning the refined package over to the town by the July 18 deadline.

Why it matters: the CO is required before staff can occupy crew quarters and begin full operations in that facility; capital requests and server replacements affect FY27 budgeting and capital planning with the town.
