City planning staff reviewed a proposed administrative-approval text amendment at the July 8 meeting designed to implement changes required by state law and to accelerate review of small projects.
Staff said a 2025 state statute change makes certain replats and Live Local Act applications subject to administrative approval by the Land Development Regulations (LDR) administrator, effective July 1. Staff proposed folding those processes into the city's LDR and adding an administrative route for "minor site plans" and some replats so that permitted uses meeting size thresholds could be approved without Planning and Zoning Board review.
Mister Angelo said the aim is to expedite low-impact development and comply with the Live Local Act, which allows certain affordable-housing projects to use the highest allowable density in the city subject to statutory criteria. The staff presentation suggested initial thresholds for administrative approval in workshop discussion: minor site plans under about 5,000 square feet and 15,000 square feet of impervious surface, but staff said those numbers will be refined in a draft text amendment and discussed further with the board.
Board members asked for regular briefings on administrative approvals; staff agreed to return with a draft text amendment that will include specific square-foot and impervious-surface thresholds. Staff also said administrative approvals would still include the normal reviews by city departments and external agencies (DOT, Suwannee River Water Management District), and that the board could be briefed periodically on administrative decisions.
