Commissioners approve county role in tourism market analysis; environmental testing contract extended

COWLITZ COUNTY, Wash. — Commissioners approved county participation in a tourism market analysis funded from the lodging-tax fund and approved a second contract extension with ALS Environmental for testing at the county landfill and water and sewer plants.
A county official explained cities, ports and the county jointly solicited proposals to better coordinate tourism promotion and that Fine Design Group of Portland was selected from 12 proposals. The official said this is not a new expenditure but use of lodging-tax funds already collected: "It's not a new expenditure of funds. It's fund that's been collected. It's sitting there," the official said.
The official described changes in visitor behavior — a move from paper brochures to electronic outreach — and said the analysis is intended to help cities and the county coordinate promotion and make the county more attractive to travelers passing through.
Separately, the board approved the second extension of an ALS Environmental contract for environmental testing at the landfill and water/sewer plants, at the same pricing as the initial contract. Staff indicated they expect to extend the contract a third time before re‑soliciting proposals; no price increases were proposed in this extension.
Both items were presented on the consent agenda and approved as part of the consent action taken by the commissioners.
