Commissioners plan workshop on mental health facility as they weigh overlapping services and funding

COWLITZ COUNTY, Wash. — Commissioners agreed to schedule a workshop to explore options for a county mental health facility and to examine overlapping service providers and funding streams after a public commenter urged action.

A resident who spoke during public comment thanked the commissioners for recent improvements and "continue[d] to commit to wanting to see a mental health facility in our county." The board agreed to hold a workshop to take up the subject, with staff and health partners to be invited.

Commissioners discussed the complexity of creating or expanding behavioral health capacity locally, noting multiple service providers and duplicated funding streams. One commissioner cited a Longview Daily News article that referenced "122 service agencies in our county" and said the county needs to understand overlaps and whether funds could be better coordinated.

Commissioners and staff discussed why private providers do not always open local treatment facilities, with one commissioner summarizing a conversation with a longtime provider who said reimbursement barriers and the need to be integrated with state systems make private expansion difficult. "It's really hard for a private individual to get in there, and then the reimbursement rates don't cover a lot of that," one commissioner said.

Several commissioners said the first step should be a workshop to peel back layers of funding, identify where money is flowing and whether supporting expansion of existing bed capacity might be practical. No formal action, appropriation or timeline was adopted at the meeting; commissioners asked staff to arrange a workshop and to coordinate with Board of Health staff and others for further discussion.
