Cowlitz County adds $315,227 to pavement overlay contract to cover extra roads

COWLITZ COUNTY, Wash. — The Cowlitz County Board of Commissioners approved Change Order No. 1 to the countywide pavement overlay contract with Lakeside Industries, adding about 3.32 lane miles of work and $315,227 in contract value.
Susan Eugenis, county engineer, told commissioners the low bid this year left available funds that allowed the county to add 2,322 additional tons of hot-mix asphalt and roughly 2,900 square yards of grinding. "Our bids came in really, good this year," Eugenis said.
The additional work will cover segments of Coal Creek Road, Old Highway 99 South and Woodside, among other roads. Eugenis said the added quantities equal approximately 3.32 lane miles and that the unit prices in the original bid would apply to the extra work.
Commissioners moved and voted to approve the change order; the board chair called for the vote and the motion passed. The extension was presented as a use of money already budgeted for the overlay program, not a request for additional budget authority.
Eugenis said the county typically runs contracts for three to five years before soliciting a new proposal and that this approval reflects common practice of adding work at bid unit prices when bids come in under budget.
The change order was presented as a single motion item on the meeting agenda and was approved during the consent/motion portion of the session. No separate opposition or abstentions were recorded on the audio record.
