Resident urges stop sign at corner; city attorney says Board of Works already considered request

A Franklin resident urged the city to install a stop sign at a residence where children frequently run into the street; city officials said the request was taken up by the Board of Works and that the resident's attorney will receive the Board's decision.

"I'm trying to get a stop sign at the corner of my house and it doesn't ever seem, even with an attorney, it doesn't seem to make it onto the agenda," resident Nathan Spears told the council, adding he had brought four of his five children to the meeting. The council interrupted to clarify process.

City Attorney Lynn Graham told Spears his attorney submitted the required forms and the request was sent to the Board of Works. "Your attorney was kind enough to reach out to me. I provided him with the necessary forms. He provided those forms. It was sent to the board of works," Graham said. She explained the Board of Works handles stop-sign requests under department reports and that the Board took up the matter and will render a decision to Spears's attorney.

Spears questioned whether the city had satisfied public-notice requirements, asking about a municipal-code deadline that requires agendas be published in advance. Graham responded that the agenda must be published 48 hours in advance and said the stop-sign matter came up under department reports as part of the Board of Works and safety process; she said the resident's attorney will receive the Board's response.

Spears also referenced recent traffic violence in the area, telling the council: "somebody just got killed on '31 from the reckless driving." The council did not take action on the request during the meeting; the transcript records the attorney's explanation that the Board of Works addressed the request that same day and will notify the attorney of the outcome.
