The Virginia Marine Resources Commission voted May 27 to reinstate an oyster user license for James Michael Glasgow after he acknowledged lapses in license reporting and agreed to pay overdue fees. The commission conditioned reinstatement on payment of outstanding fees and recorded one abstention.
During public comment Glasgow told the commission he had not renewed or reported in some recent years and asked for license reinstatement to resume work; he said he had purchased a boat and sought to return to commercial work. Chief Kenyon (VMRC staff) reviewed Glasgow’s licensing record for the commission and confirmed the last paid oyster user fee in agency records was 2017, and that a probationary reporting issue remained on file.
Commissioner Headley moved to reinstate Glasgow’s oyster license contingent on payment of all prior unpaid fees; Associate Member Branson seconded. The motion passed with six votes in favor and one abstention (Associate Member Kellum), recorded as 6–0 with one abstention. The commission directed Glasgow to contact VMRC staff to complete administrative reinstatement steps.
The action restores Glasgow’s license on the condition he make the back payments and comply with reporting requirements going forward. Staff directed the applicant to work with Chief Kenyon for final administrative steps to reinstate the user permit.
