Council Member Strachan made the motion to reappoint, which Council Member Schroeder seconded. The motion passed with four votes in favor and one abstention: "That passes 4 to 0 with 1 abstention," the mayor said; Council Member Bauer recorded an abstention because a family member was a candidate.

Attendance policy discussion
Council members used the reappointment discussion to ask whether the city should set clearer attendance expectations for youth commissioners. Council Member Bauer and others noted that youth schedules (sports, band, school) are less predictable than adult volunteers and suggested flexibility; Council Member Schroeder and Council Member Grama said the council should clarify expectations in policy but be mindful of the differences between adults and high school students.
City Manager Trojgen and staff advised that the city code already directs staff to notify council about attendance concerns — the code contains a "30%" absence benchmark and a separate notification for three straight missed meetings — but that councils have discretion in reappointment decisions. Several council members asked staff to return with proposed language or a short agenda item to clarify youth‑commission attendance and privacy/safety guidance for minors.
