The Elyria Planning Commission on July 8 approved a waiver of design‑review guidelines to permit a high‑intensity mural on the Second Street Bridge, with conditions that the applicant work with the city’s engineering department on environmental protections and paint/coating compatibility.
Amanda Belcher, speaking for the project team, described the mural as the third large‑scale public mural in recent years and said the group would coordinate with engineering to protect the river and bridge green space during work. "I shared with Mister Hammonds from the mayoral standpoint, and we'll vote here shortly, but from the mayoral standpoint, I'm in agreement with this project," Belcher said.
Planning staff noted the design guidelines discourage high‑intensity, fluorescent or metallic trim colors and that the applicant requested a waiver to use high‑intensity colors. Schoning said engineering supplied comments on stormwater protections, paint containment and traffic control because the bridge spans a river.
City Engineer Chad Schneider told the commission engineering was satisfied with the proposed means and methods for protecting the river but recommended a small test strip before painting the entire bridge to confirm adhesion to the existing coating. "We just want to make sure that whatever goes on there isn't something that's just gonna peel off," Schneider said; he said the existing coating may be an epoxy‑urethane and recommended testing a small area and assessing cohesion before full application.
Belcher and the project told the commission they would use masonry primers and elastomeric coatings specified for concrete and listed product types they planned to use; Schneider said staff received those submittals and would continue to review them.
Commissioner Hubbard moved to approve the design‑review waiver subject to engineering conditions; Miss Rivera seconded. The motion carried.
The commission asked that engineering sign‑off be obtained on stormwater protection, containment procedures and a satisfactory adhesion test before the mural work proceeds.
