Troy City Council authorized the city to enter into a professional services agreement with Jackson Lewis PC to provide employment-related legal services for calendar year 2025.
The Personnel Committee recommended the retention citing recent needs for outside counsel in employment matters and a possible expectation that the city's purchase order limit could be exceeded. "Based on some of the issues for which the city has needed to use outside counsel, the cost may exceed the purchase order limit for this year," the committee report said.
During public comment Kent Frauenberger, 320 West Franklin Street, asked whether the Jackson Lewis agreement included a not-to-exceed limit. The council replied that there is no set not-to-exceed in the agreement for labor counsel and that historically labor counsel work is not capped. Council members asked staff to report back to the committee if expenditures reach the purchase-order threshold (the transcript refers to a $77,500 purchase order limit that the Director of Public Service and Safety can commit) and to update council as spending progresses.
Resolution R372025 authorizing the contract was moved, the rules were suspended, and the resolution was adopted by roll call.
