Council approves design contract for Troy Aquatic Park maintenance project; some council members and residents push for clarity on scope

Troy City Council on a unanimous vote approved a professional services agreement with MSA Architects of Columbus for design of the Troy Aquatic Park improvements/maintenance project at a cost not to exceed $220,000.
Council and staff emphasized that the authorized work covers maintenance projects intended to extend the life of the existing aquatic park and does not include analysis or design for a potential expansion; any expansion would be considered separately as part of the parks and recreation master plan process. "The work does not include any design or analysis related to a potential expansion of the Troy Aquatic Park expansion," the recreation committee report said.
During public comment a resident cautioned that the wording "improvement and maintenance" can be ambiguous and warned against allowing a contractor to decide what counts as an improvement versus maintenance. The commenter said, "I hate giving it to a contractor who's gonna design all this stuff and he's gonna decide what's an improvement and what's maintenance," and urged council to provide more detailed direction before authorizing work that could expand scope or cost.
Council members said the project is included in the 2025 budget and that the design phase will identify maintenance needs and costs. The resolution authorizing the contract (R382025) passed after the motion to suspend rules and adopt was approved by roll call.
