Plumas County Public Works announces Main Street 15-minute parking, seeks PG&E undergrounding agreement authority

Public Works briefed the board on local parking changes and a separate PG&E undergrounding project on July 1. The department said it has applied to Caltrans for permits to install two 15‑minute parking spaces on Main Street in Quincy in front of Quincy Pharmacy; the spaces will not be exclusively reserved for the pharmacy and are intended to improve short-term access.

Why it matters: Public Works said the Main Street right-of‑way is Caltrans jurisdiction, which requires permits, and that the 15‑minute spaces were chosen because handicap placard holders may legally park in timed spaces without time limit; adding the spots will provide flexible short-term stops without expensive ADA sidewalk work on alternate streets.

PG&E Rule 20 undergrounding: Public Works also asked the board to adopt a resolution appointing an authorized agent to execute agreements with Pacific Gas & Electric (PG&E) under the Rule 20 program (undergrounding overhead electric lines). Staff said the county holds approximately $1.5 million in Rule 20 credits and plans to use them for undergrounding work in Chester along Highway 36 in coordination with a planned pavement project. The board approved the resolution appointing the public works director (or designated representative) to sign necessary documents.

Other Public Works matters: The board approved a property-damage settlement related to the East Quincy Transfer Station, authorizing acceptance of a $55,297.57 payment for structural repairs after damage to transfer-station columns that was handled through insurance and contractor procurement.

Next steps: Public Works will proceed with Caltrans permitting for the parking signs, coordinate with PG&E and county counsel to execute the required Rule 20 documents, and implement the transfer-station repairs with FEMA/insurer reconciliation already completed.
