At its July 7 meeting, the Board of Adjustment agreed to hold over an application by a nonprofit to convert an existing thrift store and two apartments into a four‑unit multiple‑use property while the applicant secures an off‑site parking lease.
Jason Cathy and Kirsten Barnes, representing the applicant, said the property already contained a thrift store and two apartments when acquired and that they planned to provide four apartments and maintain the thrift store as part of the nonprofit’s mission to provide affordable housing. They told the board they were negotiating a lease with the owner of an adjacent vacant lot that would supply the additional parking spaces needed to meet the staff report’s requirements. “We would like it to be held over for 30 days so that we can finalize that,” Barnes said; the board and staff advised that 30 days might be too short to meet advertising and site‑plan deadlines.
Board members and staff discussed options for amending the application so the adjacent lot could be incorporated; staff said adding the off‑site parking would require advertising as an amendment. Given the need for a site plan and time for staff to prepare notices, the board member leading the discussion suggested 60 days to allow the applicant to submit the additional information for the August meeting.
A motion to extend or hold the application over for 60 days to accommodate the off‑site parking amendment was made, seconded and carried. Staff noted that, if the applicant provides the adjacent‑lot site plan within the next days, staff can advertise the amended application for the August meeting so the two matters can be considered together.
