Committee authorizes additional spending authority for Urban Design Ventures on HUD/ARP planning tasks
Summary
Resolution 25‑54 increased spending authorization for Urban Design Ventures LLC to provide additional consulting services that were anticipated in the 2022 contract, including work on a five‑year consolidated plan and analysis of impediments; the original 2022 authorization had a $40,000 cap that the new request would exceed.

The finance committee approved Resolution 25‑54 to increase spending authorization for Urban Design Ventures LLC to provide additional consulting services under an existing contract procured via RFP in 2022.
The change matters because Urban Design Ventures was hired through an RFP to support the city (MOECD/MOECD) on planning tasks, and two anticipated tasks—the five‑year consolidated plan and an analysis of impediments—were in the original RFP but not covered within the previously authorized $40,000 spending cap.
Mr. Majot (presenter) explained the firm had been selected through a competitive process before his tenure as city manager. He said the original engagement included per‑service pricing for a range of tasks and that the ARP HOME application work had been completed under the contract. As the city moves into preparing its five-year consolidated plan and the analysis of impediments (both tasks that were in the RFP and signed contract), staff requested increased authorization because the 2022 council and finance authorization had capped expenditures at $40,000.
The committee adopted the resolution by voice vote. Staff indicated additional related resolutions and spending authorizations may follow as the consolidated plan and related work proceed.
The record did not list the new total authorization requested or the exact increase above the $40,000 cap.
