The Pewaukee Plan Commission approved a certified survey map (CSM) to create a 35-acre parcel containing the existing farmhouse and outbuildings on the Winkelman Farm, while the remaining roughly 130 acres of the 165-acre property will remain in agricultural use.
Planning staff said the CSM is a lot split only; no zoning changes were proposed. Staff and the commission discussed the need for a 40-foot utility easement across Lot 1 to allow future sewer and water service to extend eastward from Green Hill Drive to serve existing and future development. Staff noted that the current floodplain on the property is estimated and that a formal floodplain study will be required if the remaining parcel later develops, which could change the mapped floodplain boundaries.
Devin Goodman, representing Bryan Building, asked to take the matter for further discussion at the next meeting if needed and stated, "I'm Devin Goodman with Bryan Building," when identifying himself to the commission. Commission members and staff raised concerns that a buyer of the new parcel may not accept an easement and that topography and floodplain constraints could affect where utilities can be routed. One staff member told the commission he did not want to approve the CSM if unresolved easement routing and property-owner agreement issues remained.
A motion to approve the CSM with the engineer's request for a 40-foot easement and related staff comments was made, seconded and carried by voice vote. Staff said accessory structures on an A-1 zoned parcel remain subject to district location standards and plan commission review when applicable. The commission also noted that future development of the remainder parcel will require formal floodplain mapping and potentially additional approvals.
