Council names alderperson to lead plan for better audio, minutes and AI transcription

A council member who said he had been contacted repeatedly by residents about poor audio and missing minutes told the council the minute backlog is roughly a year and that better audio would enable AI transcription to produce usable drafts. He urged a reasonable, forward-looking approach that balances transparency, cost and accuracy.
Bobby, a city technology staff member, said the city has been piloting AI transcription for months but that the system needs clearer audio and work to adapt to the city’s agenda format. He and other staff noted the council’s audio system had been repaired previously but that intermittent problems remain; staff provided quotes for several upgrade options, including pedestal-mounted microphones and wireless systems.
Council members debated how detailed written minutes should be, with some favoring full transcriptions searchable by topic and others preferring summarized action minutes plus searchable tape. Council members emphasized that AI-generated text requires human review. The council heard that the city’s new document-management platform (Laserfiche) will include an AI search function for stored minutes and agendas.
The council agreed to: (1) ask staff to return with a recommendation and cost estimates for audio upgrades and searchable transcription; (2) prioritize clearing the minutes backlog; and (3) designate Alderperson Tabard to act as the council lead on the matter and work with department heads. Tabard was named by motion to coordinate the effort and present options to the council at a future meeting.
Staff said temporary staffing and the new AI tools will be evaluated to reduce the backlog and produce searchable meeting records for the public while maintaining human review of any AI summaries before official approval.
