During the public-comment portion of the meeting, Thomas Galloway of Perrysburg asked council members to review information from the Coalition for the National Infrastructure Bank and consider supporting a federal infrastructure‑bank model.
Galloway told council the concept has historical precedent — he referenced proposals dating to Alexander Hamilton and noted federal lending and financing entities have been used at several points in U.S. history — and described the coalition’s draft legislation as using Treasury bills to seed a national bank from which municipalities could borrow for water infrastructure, grid upgrades, passenger and high‑speed rail, sewage systems and affordable housing.
Galloway said the coalition’s materials include resolutions passed by several Ohio jurisdictions, including the cities of Toledo, Ravenna and Cleveland and that Lucas County has also signed on. He offered to email materials to council staff and to set up a webinar briefing with the coalition’s subject‑matter experts.
Council staff accepted the offer and asked Galloway to send the materials to Jody, the clerk, who would distribute them to council.
