Elyria City Council on July 7 held a public hearing and adopted the city’s proposed 2026 tax budget, which Finance Director Pawlowski said will be submitted to the Lorain County Budget Commission as the city’s certificate of estimated resources.
Pawlowski told council that the tax budget indicates estimated revenues, encumbrances, balances and expenditures for calendar year 2026 and that the document will be revised next year when actual figures are available. “Upon your passage tonight, I will submit it to Lorain County Budget Commission,” Pawlowski said.
After a brief public hearing with no speakers for or against, Council passed the adopting ordinance on first reading under suspension of rules and declared an emergency. The clerk recorded the ordinance as 2025‑101. Council requested a certified copy of that ordinance for the record.
Council members did not debate specific line items during the meeting; Pawlowski said the budget will be amended as more precise figures become available closer to the start of the year.
