Public Works staff requested authorization for Work Order No. 1 with Chen Moore and Associates to design and permit a multi‑pump‑station project intended to reduce recurring flooding in North Beach. Angel Rivera, engineering division manager, said the work order covers final design, permitting and bidding for five new pump stations, improvements to the Kipling Plaza pump station, gravity interconnections and optional alternate services that could add a sixth pump station after additional hydraulic modeling.
Rivera said the scope includes conceptual alternatives, hydraulic modeling, permitting and a grant roadmap; the negotiated work‑order price reported at the meeting was $1,291,598. Staff explained the broader strategic intent is to create shovel‑ready resilience projects and position the city to pursue federal and state resilience funding.
Board members praised grant‑securing efforts and discussed the project’s visual footprint. Council member Cotton thanked state and federal partners for appropriations that will underwrite capital costs, and asked whether above‑ground pump‑station enclosures would be designed to fit the neighborhood character. Engineering staff said the pump equipment will be below grade and the above‑ground electrical enclosures would be designed with aesthetics in mind and community input; staff plans to present conceptual designs to the public.
The council approved the work order (consent), and staff said they will continue hydraulic modeling and public outreach, and pursue available grant funding linked to project readiness.
