The CRA approved a commercial grant of up to $106,786.78 for Talangas Holding LLC (Lucas Restaurant and Bar) for a mix of retroactive repairs and future site improvements, including HVAC, electrical upgrades and parking‑lot paving.
The Community Redevelopment Agency approved a Downtown Clearwater commercial grant for Talangas Holding LLC, the operator of Lucas Restaurant and Bar at 1343 Cleveland Street, in an amount not to exceed $106,786.78 to support a mix of retroactive and planned capital and repair work.
Julia Baltus, identified as a CRE specialist, presented the grant recommendation and described eligible improvements that include a security camera system, large fans, cooler repairs, fryer replacement, signage, parking-lot paving, electrical upgrades and HVAC improvements. The staff report listed a total project cost of $194,157.79, with the applicant responsible for the remainder of the project costs.
The business representatives were out of the country and not able to attend; Vicki Shire and CRA staff were present to answer trustee questions. Trustees discussed the applicant’s history of operating through construction impacts in the East Gateway area and noted the business’s continued presence as grounds for support.
Following a motion and second, trustees unanimously approved the grant request and directed staff to finalize the grant agreement and documentation before any funds are disbursed.
