Council members said the Select Budget Committee will meet July 16 for initial discussion and again July 30 to vote on midyear supplemental budget items and related interfund loan requests. Council member Strauss asked colleagues to schedule private briefings with the City Budget Office to prepare for dense material.
The carry‑forward package is meant to capture unspent funds and items being moved into the current fiscal year. “We are intending to take up the carry forward supplemental World Cup and Workday inter fund loan legislations,” Council member Strauss said, adding that the items are “straightforward, but dense” and urging members to request briefings with the CBO.
Council members and staff said an earlier draft of the carry‑forward that circulated in Legistar listed roughly $169,200,000 in items; central staff requested revisions after CBO review. Council member Strauss said central staff director Noble asked the CBO to redo the carry‑forward because the first file included allocations to the Jump Start Fund that exceeded available forecasted balances. Strauss said she intended to refer the corrected legislation to the Select Budget Committee once the numbers were finalized.
Interim director Dan Eder of the City Budget Office is scheduled for confirmation on the council agenda July 8, and Strauss thanked Vice Chair Rivera for being available to speak to that appointment. Strauss also asked the CBO to return a requested response (referred to in the meeting as “CBO 0035A” or a similar file number) on historic underspends and a spreadsheet of contracts in the city’s top service‑contracting departments; she said the July 31 deadline for that response should be accelerated so council members can review it before the carry‑forward hearings.
Council member Rivera and other members pressed for clarity about why an initial file was revised. Strauss said Ben (a staffer who reviewed the numbers) and central staff looked at the figures and asked for revisions; the corrected draft was expected to be posted in Legistar. Members emphasized limited time before the budget season and the importance of having the CBO briefing before committee votes.
In procedural business at the start of the meeting, the council adopted the minutes of the June 30, 2025 briefing meeting by unanimous consent.
