Committee recommends annexation of parcel for Bison Business Park expansion

The Cheyenne Public Services Committee voted to recommend approval on third and final reading of an ordinance to annex a parcel east of South Greeley Highway and north of Chalk Bluff Road into the city intended for expansion of the Bison Business Park.

Brandon Gilchrist of the City Planning and Development Department told the committee the annexation is for land that will be included in an extension of Bison Business Park and that there were no new updates. Brad Emmons, agent for the applicant (AVI), said the parcel is surrounded by the existing landowner and the state and that the parcel will be heard that evening by the planning commission for rezoning to BP (Business Park) once sufficient acreage is secured.

The committee asked whether any neighboring properties had been contacted; Gilchrist said none were known. Committee member Dr. Aldridge asked for clarification that zoning would follow annexation; Gilchrist confirmed the parcel would initially receive agricultural (AG) city zoning to match county classification and that a later rezoning request to BP would be brought forward. Councilman White and other members raised no objections. A motion to approve on third and final reading passed with the committee signaling approval; the staff recommendation will go to Monday’s council meeting.

The annexation and interim AG zoning set the parcel under city land-use authority; the applicant and staff said a separate rezoning to BP is planned and will proceed through the planning commission and later city hearings. No public objections were recorded during the committee discussion.
