The Historic Preservation Board voted to endorse proposed updates to the Unified Land Development Regulations article governing transfer‑of‑development‑rights (TDR). Staff told the board the revised ordinance clarifies how certificates of eligibility are calculated, expands eligible receiving districts, allows retransfers of TDR credits under specified conditions, and aligns receiving‑site density with existing zoning rather than an inflexible per‑acre cap.
Planning staff described several technical changes: a standardized FAR‑based calculation for eligibility, a 25% bonus option tied to availability of flexibility units, explicit lists of receiving zoning districts, and a mechanism by which a receiving site may retransfer previously purchased development rights if it cannot use them. Staff said the updates respond to concerns raised during prior review and aim to increase program usability while preserving zoning controls.
Board members commended staff for revisions and asked for future updates on implementation and usage. After discussion, a board member moved to endorse the ordinance updates; the motion carried by voice vote. Staff said next steps include further review by Planning and Zoning Board, additional public hearings and meetings with Broward County about unit allocations.
