Public hearing opened on annexing roughly 20 acres near North Highway; council moves item to second reading

The Ozark Board of Aldermen held a public hearing on bill 3674, a petition to annex an approximately 20-acre parcel located in the 3600 block of North Highway. Staff described the property as undeveloped, contiguous to the city on multiple sides and within 300 feet of urban water and sanitary sewer service.

Randall Whitman, director of planning and development, told the board the property is eligible for annexation under local criteria and that the Planning and Zoning Commission recommended approval at its May 27 hearing. Whitman said utilities and any required road, sidewalk and trail connections would be extended at the developer’s expense should the property be developed after annexation.

Members of the public spoke during the hearing. Tom Snyder asked how annexation would affect police, fire and EMS services; Whitman said service impacts depend on future development density and noted the departments had been notified but had not returned comments. Bob Pulley, who identified himself as a developer and listed a Springfield address, said his team had coordinated early with planning and public works and is seeking future rezoning and development after annexation.

During public comment several residents raised concerns about infrastructure capacity and whether the city could absorb additional development. One resident said the Onward Ozark corridor/plan “seems to not take into consideration the implications” for existing city infrastructure.

After public testimony the board closed the hearing and moved bill 3674 to a future meeting for a second reading; no final annexation vote was taken at this session. Staff noted the parcel would be placed in Ward 2 if annexed and reiterated that utility extensions and road connections would be the responsibility of the developer.
