Vallejo commission forms ad hoc to craft Measure P arts proposal, approves membership 6-0

The Vallejo Arts and Culture Commission voted unanimously to form an ad hoc committee to develop a Measure P funding request focused on public art and youth programming.

Commissioners agreed the package should center on asphalt/street art as a public-safety and placemaking project and fold in teaching-artist-led youth camps, murals and a mobile art studio that could move between districts. The commission approved the ad hoc 6-0; the committee membership approved was Chair Wise, Commissioner Hernandez and Commissioner Thorson.

The ad hoc was created after roughly an hour of discussion in which commissioners and several members of the public offered project concepts and cost considerations. Vice Chair Vidor said she drew elements from a previous Bloomberg grant and proposed a youth mural element that would place projects in each council district and involve the Bloomberg teaching artists. Commissioner Thorson urged an asphalt art pilot for intersections and crosswalks to improve traffic safety and public awareness; she cited an April 2022 Bloomberg Philanthropies study showing reductions in crash rates where asphalt art was installed. Commissioner Miller proposed a mobile art studio so programming could reach neighborhoods with access barriers.

Public comment fed into the request. Melvin Cowen, founder of Enough Housing, asked the commission to include a community activation and mural at a specific site on Sonoma Boulevard (3325 Sonoma Boulevard) as part of Measure P recommendations. Cowen described the activation as part of a multistage corridor revitalization that includes supportive housing, behavioral health partnerships and workforce development and said the arts activation would support community healing and economic recovery.

Debate in the chamber and on Zoom showed broad agreement that multiple elements could be combined into a single, district-based proposal. Commissioners discussed logistics such as appropriate paints for road surfaces, neighborhood outreach, potential need for insurance or forms to pay stipends, and whether the request would be disbursed through the city or via a 501(c)(3) fiscal sponsor. Staff reminded the group that Measure P decision meetings occur in mid-July and asked the ad hoc to meet and produce a polished packet in time.

The motion to create the ad hoc was made from the floor and ultimately presented in the minutes as moved by Vice Chair Vidor and seconded by Chair Wise. Roll call on the final motion recorded: Chair Wise — yes; Vice Chair Vidor — yes; Commissioner Allen — yes; Commissioner Miller — yes; Commissioner Hernandez — yes; Commissioner Thorson — yes. Outcome: approved, 6-0.

Commissioners discussed a specific dollar figure during debate. Commissioner Allen and others referenced a $200,000 figure as a possible ask (described in discussion as a suggestion tied to earlier guidance), and some commissioners recommended that the ad hoc prepare an itemized budget and present an approximate total; one commissioner proposed wording to request “the amount needed” and for the ad hoc to refine exact costs. The commission did not set a final funding request amount in the motion; instead it authorized the ad hoc to prepare the request for the Measure P process.

Next steps: the ad hoc (Chair Wise, Commissioners Hernandez and Thorson) will convene soon to produce a project summary, budget and outreach plan in advance of the Measure P timeline in mid-July. Staff asked that any supporting materials (Mr. Cowen offered to submit a one‑pager) be sent to Annette Taylor in the City of Vallejo economic development department for coordination.
