Vallejo sister city commission asks Ghana applicants to meet Friendship City guidelines before moving forward

The Vallejo Sister City Commission on June 16 reviewed a letter from officials in Achiem Oda (Birim Central Municipality), Ghana, seeking a sister-city relationship and directed staff to send Vallejo’s Friendship City application requirements for the Ghanaian city to complete.

Commission chair Shank Stewart said Vallejo’s policy requires an active organizing committee on both sides: “You must have a committee on each side that’s interested. You must,” she said, summarizing the criteria the commission adopted last year.

Commissioners discussed the request after Executive Assistant/Commission Secretary Zahn read a summary of the letter from a municipal technical assistant in Ghana. Commissioners agreed the next step was informational: provide the requester with the guidelines and ask whether the Ghanaian contacts can demonstrate the organizing structure Vallejo requires before the commission considers formal steps. Commissioner Paul Andreas and others emphasized the need for reciprocal local committees and noted that some existing sister or friendship relationships have been dormant at points because the foreign-side organization did not sustain activity.

Commissioner Placido asked who would reply; Secretary Zahn said the city’s executive assistant would send the guidelines and follow up. The commission did not vote to create or adopt a new sister-city relationship at the meeting.

Why it matters: Vallejo’s rules require local capacity on both sides before a formal sister-city affiliation is advanced; the commission repeatedly cited those guidelines when discussing past relationships that have gone dormant.

What’s next: Staff will send Vallejo’s Friendship City guidelines to the Ghana contact and the commission will await a response. Any formal request that meets the guidelines would return to the commission for further review and possible recommendation to the City Council.
