A district staff member explained the policy is not legally required but provides transparency for families about registration, proof-of-residency rules and criteria the district uses to place transfer students by grade. The presenter noted a provision that allows some seniors who move out of Colchester to finish their high school careers in-district in certain circumstances.
The policy also contains a short section on nonresident students and tuition; the presenter clarified that that piece does not address high school school-choice issues under state law but instead covers situations where students from other jurisdictions tuition in to Colchester. District leadership reviewed the policy and recommended no changes at this time.
The board asked who participated in the review; the presenter said the district leadership team had reviewed the draft. A board member noted registrars frequently consult the policy during year-round enrollment and cited the proof-of-residency language as practically useful when dealing with sensitive enrollment requests.
The board moved and approved the first reading; the policy will return in the regular cycle for additional readings as required by board practice.
