Council approves contractor for stop‑search training required by consent decree

The Ferguson City Council on May 13 approved Resolution 2025‑12 selecting a contractor to deliver stop‑search and arrest training for the Ferguson Police Department as part of the city's consent‑decree obligations.
Lisa Stevens, speaking for city staff, described the training as the initial training required under paragraph 308 of the consent decree. She said the curriculum will address investigatory stops, searches for discretionary and nonviolent offenses, procedural‑justice alternatives and the impact of stops and searches on civilians. The training is scheduled to roll out in July 2025 and will be provided by subject‑matter expert Matthew T. Brown, the staff presentation said.
Council moved and seconded the resolution and approved it by roll call. City staff said this is the initial, in‑person training required under the consent decree and that annual training requirements will continue; the city may use other trainers or online curricula for subsequent annual training obligations.
The council asked staff to proceed so the department could schedule and complete the training and to ensure the training materials satisfy consent‑decree reporting and monitoring requirements.
