Ferguson council approves liquor license for Twisted Treats after debate over church‑proximity rule

The Ferguson City Council approved a new liquor license on May 13 for Easter Love to operate the restaurant formerly known as Ella's Kitchen at 42 South Florissant Road, after councilmembers debated whether a nearby church required a formal hearing under the city code.

Applicant Easter Love told council she had stepped forward to operate the business and continue the restaurant’s liquor sales. She said the operation would remain a restaurant and maintain the current hours. Council members asked about parking and neighborhood impacts; applicant said she has not received complaints and expressed willingness to work with neighbors.

Council debate centered on whether the license application required a church‑proximity public hearing. City code contains different procedures for a new license and for a transfer; the transfer process (section 4‑34 in the code, as discussed at the meeting) can exempt the church notice if the transfer criteria are satisfied. Councilman Kasoff and other members urged following the ordinance. City Attorney Ryan explained that if the application were processed as a transfer under section 4‑34, then only the personal requirements in sections 4‑27 and 4‑51 would apply and a church hearing under section 4‑30 would not be required. City staff said the building that has been used as a church appears vacant and the fire department has been unable to reach church contacts.

Councilman Franklin moved to approve the new liquor license; Councilmember Laquita Noah seconded. The motion passed on a voice vote. The council and city attorney emphasized that the applicant still must complete remaining administrative requirements before the license is fully issued.

Council members also urged the applicant to address a recurring parking pattern on Spot Drive adjacent to the business; several members said the narrow street creates a safety concern and suggested signage or enforcement.
