Council approves Burns & McDonnell amendment for Rethink McGuire project; contract rises by $138,489

The Warrensburg City Council adopted an ordinance authorizing a contract amendment with Burns & McDonnell for engineering and construction services related to the Rethink McGuire street and utility project.
City Manager Mike Scraig told the council the amendment covers inspection services going forward and accounts for earlier work that exceeded the original scope. He said Burns & McDonnell itemized $131,900 for sanitary sewer construction management support observation services, $29,900 for additional utility coordination, and $96,900 for grant coordination and applications the firm provided. The amendment raises the Burns & McDonnell fee by $138,489, from $4,317,810 to $4,456,299.
Scraig outlined funding sources staff expects will cover the increase, including approximately $1.7 million in interest earnings, a $3 million transfer previously authorized by council, a MoDOT cost-share for design (about $1 million), and an emerging contaminants grant of $4.5 million. He also cited construction-phase savings—roughly $638,000 reported by the general contractor for preconstruction services and other field savings—that staff said will allow the city to absorb the amendment.
Burns & McDonnell project manager Brenda Mackey introduced Peyton Stoner as the full-time site inspector the firm will assign to the project; she described Stoner as an engineer-in-training with about five years’ experience who will work from the Kansas City office and be on site full time.
Council moved the ordinance to second reading by title only and adopted it by roll-call vote: Kushner, Osborne, Latari, Jones and Euler voted yes.
