Council reviews Forum Plaza CID budget; $4 million reimbursement balance remains

City staff presented the annual budget submission from the Forum Plaza Community Improvement District (CID) for council review, as required by state law.
Staff outlined the CID’s history: the redevelopment began around 2017, the CID reimbursed developers up to a $4 million cap as part of a roughly $14 million total project, and CID revenues are collected via a 1% CID sales assessment. Staff said payments began in February 2017 and that, as of the March payment reflected in the packet, the outstanding balance on the developer note was approximately $2,844,000.
Staff explained the CID is a separate political subdivision that must submit its budget to the city for review. The CID’s budget item showed projected receipts of about $300,000 for the current year (implying roughly $30 million in taxable sales under the 1% assessment). The CID also pays operating costs, including insurance and administrative fees, and the developer receives the remaining revenue applied to principal and interest payments. Staff said the CID’s balance will be extinguished at the end of the 25-year repayment term if not fully paid earlier; there is no city liability for the CID’s debt.
