Council awards contracts for park lighting and pavilion replacement tied to tornado recovery

Rolla City Council approved multiple park-recovery and lighting projects tied to storm damage and longer-term field improvements.
Staff said Wilson Field lighting will be funded by a Land and Water Conservation Fund (LWCF) grant that pays 50% of the project; the council recommended the low bid by Meyer Electric for the LED installation and held first reading on an ordinance to execute the agreement. Floyd, parks staff, said the LED system is intended to complete a field that has been under construction since 2014 and to make the facility energy efficient.
Council also approved replacement lighting at Qantas Field following tornado damage; staff recommended the low bid from Qualite Sports Lighting Inc. Floyd said the downed poles and 1960s/1980s fixtures were vulnerable to high winds and that insurance proceeds combined with Prop P funds would cover the project, with a projected completion in late October.
Separately, the council approved using Backyard Showcase for design plans and materials to replace two pavilions at Veterans Memorial Park. Staff explained the new pavilions will be built to higher wind-load standards (rated at 125 mph) to meet current city-code requirements; staff said insurance will cover the upgraded design and that the city will solicit local construction bids for assembly of the pavilions.
Council members asked about tournament demand for the ball fields and the city’s strategy for attracting events; parks staff said local league play remains steady though out-of-town tournaments have reduced in recent years and that finishing field improvements should help attract more events and improve play quality.
