Council approves first reading to vacate portion of Eleventh Street for Phelps Health expansion

Rolla City Council on an initial vote approved an ordinance to vacate a portion of Eleventh Street west of Powell Avenue at the request of Phelps Health, the applicant for the change.
City planning staff told the council the vacation would allow the hospital to reconfigure access for an emergency-room entrance and to provide rear service access for an expansion. Staff said the hospital already owns the properties on both sides of the street segment and that the city would retain utility easements so utilities would remain accessible even after vacatur.
Tom, a city planning staff member who presented the item, summarized the history of the area and explained why the street segment has been reconfigured over time. He said some segments shown on older maps as “Asher Street” were in fact private drives built by the hospital and not public streets. Planning and Zoning recommended approval by a 4–0 vote.
Councilmember Jackson moved to approve first reading and the motion was seconded. The clerk conducted a roll-call vote; councilmembers recorded yes responses and the ordinance passed first reading.
The council and staff emphasized that utilities and easements would be retained, and that the actual street surface would remain in place until any utilities are relocated. Staff also said they received no objections from utility providers because their rights would be preserved through easements.
