Council approves Bluefuse Toyota site plan amendment requiring 8-foot sound-mitigating fence

The Kirkwood City Council approved first and final action on Bill 11060A, an ordinance approving a major site plan and amending a special use permit for vehicle sales and rental at 1005–1007 Manchester Road (Bluefuse Toyota), after council amendment to the site conditions.
Council member Schaeffer moved an amendment requiring the existing fence be replaced with a sound-mitigating, sight-proof fence at least 8 feet tall and made of SIMTech or a comparable composite product; the requirement extends along the north side of the alley right-of-way to the extension of the east property line. "The existing fence shall be replaced with sound mitigating and site proof fence not less than 8 feet in height and made of SIMTech or comparable composite product," Schaeffer said.
Council discussion noted the composite product has a life expectancy comparable to cementitious wall options and that the petitioner agreed to maintain the fence and to install additional landscaping beyond what code requires. A council member said cost estimates showed the composite option was less expensive than a cementitious wall and that the product had been used successfully elsewhere.
The council voted by roll call on the bill as amended. Mayor Liz Gibbons and all council members recorded votes in favor, and the mayor declared the motion and the amended bill passed.
The action amends the site plan and special-use permit for the Bluefuse Toyota property with the fence and landscaping conditions; staff will monitor compliance as part of site-plan conditions.
