The Winooski City Council on Monday approved the FY2026–2028 collective bargaining agreement with the AFSCME unit and authorized the city manager to sign the contract contingent on ratification by the union.
Angela, a city negotiator present at the meeting, summarized the agreement as primarily focused on retention, resetting base pay to be more competitive and clarifying paid time-off provisions. She said the agreement also codified certain practices already in effect to provide clearer terms for staff.
Councilors moved and seconded the motion to approve the contract contingent on union ratification; the measure passed by voice vote. Angela told council she had heard informally the union ratified the contract last week but the city’s vote was explicitly conditioned on formal ratification per standard municipal practice.
Why it matters: the contract sets salary and benefits terms for represented municipal employees for the next three fiscal years and was described by staff as intended to improve retention and competitiveness in the local labor market.
