The Franklin Municipal Planning Commission voted unanimously to recommend that the Board of Mayor and Aldermen approve a 36‑month extension of vested rights for the 555 Franklin Road planned unit development, allowing entitlements to remain effective until October 10, 2028.
City staff told the commission the original development plan for 555 Franklin Road was approved October 10, 2022; the plan envisioned 120 age‑restricted multifamily units and 142,500 square feet of nonresidential space, including continuum‑of‑care uses. A site plan was approved in May 2023 but no building permits have been issued. Staff said the applicant is committed to senior housing and intends to begin site preparation and pull permits by early next year, and that without a vesting extension the project entitlements would lapse and a new development plan would need to be reviewed against current standards.
The applicant’s representative, Greg Gamble of Gamble Design Collaborative, and David Erickson of Ryan Companies told the commission market conditions and the need to secure off‑site sewer easements caused the delay, and that they now anticipate breaking ground in the first quarter of next year. Erickson said the site plan approval remains valid and the team plans to obtain a grading permit and complete the off‑site sewer improvements required as part of the project.
Commissioners made a motion to recommend approval to the board of mayor and aldermen; the motion passed by roll call with all present commissioners voting aye. City staff noted that if future submittals differ materially from the approved plan, the project would be reviewed against current regulations and updated parkland and traffic‑impact agreements would be required.
